ELIZABETH CITY, N.C. (WAVY) Elizabeth City, North Carolina, has declared a state of emergency ahead of the release of body camera footage of the law enforcement killing of Andrew Brown Jr. last week.
The 42-year-old was shot and killed by deputies last Wednesday during the execution of a search warrant. Witnesses have said Brown was driving away at the time and deputies fired several rounds, killing him.
After the shooting, seven deputies were placed on administrative leave and three resigned. The three who resigned were not directly involved in the shooting, Pasquotank Sheriff Tommy Wooten said. One was nearing retirement.
Browns family is expected to view the footage around 11:30 a.m. Monday, and the video is expected to be released to the public sometime after. WAVY and other media organizations have petitioned the court to order the release of the footage, as well as the Elizabeth City City Council.

(8,103 posts)that people here on DU are not entitled to view an incident and then post an honest opinion? Cause, I have been censored in the past for my opinion. I am now trying to adjust my attitude to be middle of the road, and learning how to be sneaky.
There are so many shootings lately that I would need a directory of names. I am certain that someone will provide that. My opinion on this particular shooting--do you mind?--is that the guy was shot because he was defying the cops. That's an automatic death sentence in America. Doesn't matter what you did.
I think we are going to see that he was just running away. The only excuse they could have is that he was aiming his car at somebody, and I'll bet that we don't see that.
Not all cop shootings are incorrect. There are some that have to be done. I'm not upset that you are outraged, because one wrong shoot is bad enough. But, you are saying that you don't understand why someone on DU would support a cop. Well, not all cops are supported, but also not all are condemned. I think race is a factor, to be sure, but you have to evaluate exactly what happened.
And just because someone did something naughty doesn't make them eligible for the death penalty over it. That's what we have prisons for, anyway.
I favor national licensing in some form. I favor education and further, ongoing training. Get rid of the bad apples. Give the departments some Fed money if they comply. If not, and they choose to go bare because they're assholes, then give them a fine.
FWIW, I am white but I watched my brothers brutalized and beat up by cops, and I've had guns drawn on me for nothing. Just, nothing. I'll be honest, I generally dislike cops, but I do have tons of gratitude to the ones that helped me down through the years. The tears just won't stop flowing. Will this never end?
