ST. LOUIS (AP) Timothy Loehmann wanted to be a police officer like his father. He got a job in Independence, Ohio, but his supervisors allowed him to quit after he suffered a dangerous lack of composure during firearms training.
Cleveland Police didnt check on Loehmanns history. So it was Loehmann who responded in the fall of 2014 to the Cleveland park where 12-year-old Tamir Rice was playing with what turned out to be a toy gun. Loehmann shot him dead.
Wandering cops who lose their jobs in one place only to be rehired pose a persistent roadblock to police accountability.
There is a straightforward solution, experts say:
- a national database open to the public with the names of all officers who have engaged in misconduct;
- a requirement that all law enforcement agencies consult that database before hiring.

(18,967 posts)Funny dude and an old drinking buddy, but I knew he was a shitty cop. Used to post on Facebook every day before he went to work, "Well, off to ruin someone's day today." Was involved in a shooting early on the job. Then had several off duty incidents, one where he got in a fight outside a bar and pulled out his service weapon on 2 guys he claimed were assaulting him. Another time was pulled over Super Drunk with his infant daughter in the car seat behind him. He's still a cop, worked for 4 different departments now that I know of.

Sheriff put hand on gun and Do you know who I am...?
Guy backed off. Pissed. But tracked him down and did research. Wasnt the first time for this Sheriff. Did I mention the citizen was also Chapter President of the very large GOP county where he lived...? Yup.
Took what he found to then-Gov Jeb Bush, under the law - the ONLY person who can fire a Sheriff. Jeb fired him.
Last I heard, shortly later that ex-Sheriff got a sheriffs job - in al-Abama!
