I was just reading today about an advertising study that showed consumers usually picked a brand they had heard most about, even if what they heard was not positive.

Republicans make hay with that.

Even with Republican's out of power, I bet an Average American could identify more Republican members of Congress than Democratic members.

that's called "top of mind awareness."

There's something to it.

My Master's thesis was on the role of familiarity in decision making. As a politician or candidate, acting in ways that will keep one memorable in the minds of voters is a strategy. They have discovered that "substance" isn't necessary, memorability will do the trick.

Now considering that their only real purpose is to obfuscate, it becomes a very handy trick and explains why slugs like Cruz can get re-elected.
