Basically when 70% are vaccinated all restrictions are lifted.

This is a pretty interesting strategy because the message to anti-vaxxers is “if we can’t open the state up, it is because of YOU not doing your part. “

its quite evident that Democratic states are generally hitting their targets for herd immunity so that at least 70% will be fully vaccinated by mid-July and 85% about a month later. The problematical states are generally identical to the states won by Trump in the 2020 Electoral College
