But if traffic fines are eliminated for some people won't that make the roads less safe for everybody? What incentive would I have to obey traffic laws when I know there will be no negative consequences for me? I guess I could worry about my insurance rates going up but that's about it.

They usually issue fines for driving without insurance, but I guess those fines are being waived.
