This vote may boomerang on the Republicans. This may be the excuse necessary to allow Manchin to vote to reform the filibuster-- not eliminate mind you but change to the old fashioned talking filibuster. He sounds very unhappy here:

I’m not a Manchin badger, appreciate his context and votes, but this attachment he has for the filibuster is irrational in the present situation. Sounds like he’s getting there.
