What needs to be understood is just how much "reaching across the aisle" and getting your hand slapped should one accept before one says "F-U" and proceeds to do what is right, with or without "bipartisan" cooperation.

As it stands, he likes the attention and ability to flex power. That is why Puerto Rico or Washington DC will never see statehood if he has any say in the matter. He'd lose his attention and power and become irrelevant.
Some people like positive attention and some will take any kind they can get, whether positive or negative.
Perhaps Manchin wants to be remembered in the history books too, and commented on DU for the next 150 years.
