Instead of "infrastructure spending", how about "commonweal investment"? I know it

is an old-fashioned form of "commonwealth", but that novelty might popularize it.

It does parallel the conventional wisdom that "a rising tide lifts all boats" and it replaces the right-wing trigger word "spending" with the more "responsible" term "investment". It is a broad enough term to include all manner of "infrastructure" from roads and bridges to home health care.

Would that fly?
