I vaguely remember this too. I thought it was Spain, but apparently the actual story is that a Spanish prosecutor filed indictments against six (the "Bush Six" ) Bush admin officials, but the charges were eventually dropped by the Spanish AG.

I couldn't find a story about actual charges being filed against Bush or Cheney.
