NYC Mayor: when the polls close on June 22nd, you won't know who won until Mid-July

Ballots don't need to arrive before June 29. Then there's time to cure errors in filling out the ballots and validating provisional ballots.

THEN all the paper ballots wiil be taken to a warehouse and hand-counted, rather than using the existing OCR scanners.

THEN the RCV process will be carried out; also manually. Ballots from the lowest candidate need to be re-sorted and tallied and second votes need to be applied to the other candidates. And this will need to be done 11 times.

This all assumes that there are no unexpected problems (the NYC BOE has a terrible track record for vote counting)
