What about a referendum or three?

Joe Biden and the policies he's attempting to implement are hugely popular among the American public. Why not put some of these initiatives to a referendum? I have no idea if such a thing would be binding, but it would at least be concrete evidence to show the party holdouts that they're blocking legislation with widespread support.

What would be the procedure for doing this?

States have differing laws on putting propositions on ballots, but I don't know if there is any ability to do any kind of a national one.

Law makers (Joe Manchin, cough cough cough) don't seem to care that multiple polls (even in West Virginia) are showing that the bills he is planning to vote against are very popular.

Referenda are irrelevant to federal governance.
There's no provision in the Constitution to make the results meaningful or carry weight of law.
So, a public opinion poll (scientifically conducted) provides equally valuable results.
Seems just a waste of resources.
