How is the officer supposed to have been lying in wait (implying on the floor), waiting for someone he couldn't see to crawl through a high-up window?

I'm beginning to think that there is a propaganda strategy session taking place in secret in the Republican Congressional Caucus, thinking up one outrageous hair-brained scenario after another, to be fed to the press on a daily basis, in order to keep stupid conspiracy theories in the headlines for the Trumpanzees' benefit. It's just too much of a stretch to believe that a few dozen members of Congress get fed this nonsense, and then actually believe it.
