Malcolm Nance, and others who are knowledgeable on these matters have said as much, as well. The Stuxnet attack on Iran's nuclear centrifuges back during the Obama years was apparently just a preview of our cyber capabilities.

Obama set up all sorts of cybr guardrails and booby traps before he left office. Trump either didn't trigger them when needed, or he dismantled them, like he tried to do with all things Obama.
