A police officer in Rhode Island who shot an allegedly unarmed teenage driver while off-duty Wednesday evening has been placed on administrative leave pending an investigation, several news outlets reported this week.
A surveillance camera in the parking lot of Wicked Good Pizza in West Greenwich revealed some of what happened in the moments before Pawtucket Police Officer Daniel Dolan fired at a car carrying three teenagers, hitting the driver in the arm.

An attorney representing the three teens, two of whom are brothers, told WLNE-TV that there were no weapons in the Audi and none of the teens were aware that Dolan was a police officer.
[The driver] said that he picked up his friends, they stopped at Walmart and they drove to the pizza restaurant, Wakefield-based attorney James Howe told the television station. And they drove on 95. Did not see that white truck before. And the first time they saw that white truck was when he drove into the parking lot, following them, almost driving into their vehicle.

The AGs press release stated that Dolan was off duty and traveling home on Route 95 Wednesday evening when he encountered a black Audi sedan occupied by a driver and two passengers and attempted to detain the driver of the Audi.

The officer first encountered the Audi on Interstate 95 and followed it to Wicked Good Pizza before he attempted to detain the driver, according to a statement from the state attorney general, Rhode Island State Police and West Greenwich Police Department.
I believe the officer saw something on I-95 that was bad and followed, but thats under investigation, West Greenwichs Chief Richard Ramsay said, according to WPRI.

Goes over the hood of the car and ends up on the drivers side of the car and discharges his weapon, shooting my client. My client realizes hes hit and drives, Im going to estimate, less than a quarter of a mile, Howe said. His sweatshirt was filling with blood at his elbow. Police officer drives up to him, now where he is, lights a cigarette and offers no first aid or anything.
NBC 10 asked the Attorney Generals office Friday why there has not been an arrest, what more is known about the encounter on the highway, and why authorities are not answering questions.
The reply was that the investigation remains ongoing and we are unable to disclose any additional information at this time.
Howe says, There has been no indication from any source that the three young men in that vehicle were doing anything that would warrant the type of police interaction, outrageous police interaction. A gun was shot. A person was shot.

This stuff has been going on for years and years unfortunately for them there are cameras everywhere.

(76,706 posts)But, after impounding the car, and admitting publicly no weapons were found & no evidence that a crime was being committed, we DO know the whole story.
The cop is an unstable tool and is a danger to the public.
That's already the whole story.

(3,282 posts)Should ban officers from attempting to make a traffic stop in anything other than a marker patrol car. Not justbfir this reason, but also to reduce chances of someone pretending to be a cop and pulling people over

(24,208 posts)If there's one thing that people should take out of all of these incidents is that the police never say anything then they're accused of a crime. They don't say a word, they don't give a statement, they clam up until their lawyer and union rep is present.
And when accused of a crime, you don't have to say anything either. Anything you say to the police will be used against you. Now I'm not talking about a traffic stop or when you report a crime (although be careful then too), but when you've been accused of a serious crime, don't say a word save for, 'get me a lawyer."
No one understands this better than the police themselves. They are fully aware of their rights and that's why in countless cases, the details of what happened take months to come out.
This sounds like road rage for sure.
