(7,510 posts)They elect the Homeowners Association board, which hires a property management company, which hires contractors to do maintenance work.
The unit owners through the association own and operate the land and common facilities as well.
It's sort of a socialist form of real estate ownership.

Government ownership is not necessarily the case.

Remember Republicans have no real principles. When they claim one, it is subject to reversal in the right circumstances.
