When I took Urban Studies classes, they taught us about "clean graft"....

...which, applied to any historic political machine, says that ALL OTHER THINGS BEING EQUAL (work needing to be done, competence of the worker, cost, etc.) hire your nephew.

This concept does not appear to apply to the NYC Board of Elections.....
