The water you see is moments before the collapse, like 2-3 minutes.

As the building started to move, water pipes BREAK from the motion. Then the building collapsed. This video is evidence that the building didn't suddenly "let go" and over a few minutes, it popped and jolted.

I can't help but feel that the $$ to repair was the main factor. But how do you fix a building with a bad foundation? yikes.
