The types of things that were being tossed about, don't require an intense amount of investigation.
It looks like Joel Greenberg person procured women and paid them for their attendance at parties, trips, etc..
Whether Gaetz knew Greenberg was paying or, more pointedly, for what he was paying, is a different question. If Gaetz did coke and had sex with women Greenberg recruited and paid, then you'll need something more solid than those facts to charge Gaetz with anything.
There was an allegation about him having a prostitute in a hotel room that was paid out of campaign funds. But if the room expense was otherwise legitimate, I don't think anyone is going to get into the business of policing what people do in otherwise legitimately-booked hotel rooms as a campaign finance violation.
Look at what they had on Senator Menendez and failed to convict on, and compare that to anything that's known about Gaetz.

If someone is going to be charged with something, that's great.
Take Weaselburg for example - that's a nice pick-me-up and could lead to all kinds of things.
But keeping track of "so and so has testified to a grand jury" and "so and so is going to be indicted" stories is more like keeping track of old time radio dramas that would leave you hanging between shows so you'd come back for more.
Some of the stuff alleged with Gaetz would definitely turn on what he knew at the time. If there is not solid evidence of what he knew, then nobody is going to be convicted on "Oh, come on, he had to know", even if he did know.
His buddy's role seems to have been to insulate him from provable knowledge about who was being paid to do what.
Even then, if Joel was paying women disproportionate amounts to "attend parties" and those women (in order to avoid being implicated in any criminal allegations) say that, yeah, they were paid to attend parties and otherwise ended up have consensual sex, then how far are you going to get with any kind of solicitation of prostitution or Mann Act charges?
