As to whether or not it would be seen as a provocation or run afoul of international law, I am not sure.

(9,109 posts)I think the Cuban situation is something for the Cubans to sort out. Its not like the Cuban computer network is our creation (Cuba was on the other side during the Cold War) and I think the Cuban situation is for them to sort out themselves with the tools at their disposal.

As for direct intervention in restoring internet, I guess it comes down to how you view the free flow of information in the broader context of human rights.
