Listening to BBC this AM and their guy is in Netherlands...

where the Dutch are gobsmacked at the flooding.

For a country largely below sea level, they are shocked that this is completely beyond their understanding.

Because for the Dutch, the threat always came from their coastlines. Now they are threatened from out their back yard, and on the higher part of the Netherlands, so yes, they are rightfully gobsmacked !
