Pet microchips vary in size but they are typically over 0.04 inches in diameter by over 0.30 inches long. Their only function is to provide a number to an RF scanner for ID purposes.
It seems impractical to have druggists and other technicians load a tiny cylindrical chip into the needle after they fill the syringe from the vaccine vial. Certainly this would require a conspiracy on an unmanageable scale.
If the microchip is in the vial from the manufacturer, then it must be smaller in all dimensions than 0.01 inches. But then, how is it assured that you always draw a microchip out of the vial? And a microchip that small would seem to lack space for an antenna able to communicate through the skin? And if it is to do anything complicated, it would also need a battery.
