The 1960 Constitution abolished sheriffs along with all County level government.

8. I've always thought that elected law enforcement positions like this need a "check & balance"

an oversight group that can act if they refuse to perform their duty. After all, nearly every profession is answerable to someone. Sheriffs need to be TOO (and not merely the voters in the next election... too much damage can occur by then).
