Barrack would be required to turn in all (known) passports as a condition of bail.
But high-level criminals like Barrack always have multiple forms of fake identification, in anticipation of an indictment.
Only Barrack knows of all the crimes he's committed. He didn't get to be a billionaire by being a decent, law-abiding citizen.
