A combination of the flight capsule being fairly large (to accomdate passengers and put in big windows), while not needing as much power as a full-on rocket, so the booster is quite small. Also, it doesn't go very fast, comparatively speaking, so there's little need for many of the fairings and whatnot, a regular rocket would need.
