The DOJ rules that former officials from the trump administration are not protected by

executive privlege

Does anyone believe that any of those trump officials, or any congress people would actually honor any subpoenas issued by the committee, unless there is someone to enforce those subpoenas, and a penalty against anyone who ignores those subpoenas

What actually happened was that DOJ elected not to claim such privilege- at least for some executive branch employees (specifically DOJ employees)

That’s not at all the same thing as “ruling” that others cannot make such a claim.
