Riddle me this, if Two bombs were found at the RNC and DNC right before the riot

Why was the place were the most prominent D&R's not flat out put on alert and locked the F down ?

It seems as if anything out of the ordinary would then be a red flag, oh I don't know like tons of people going to the capital ?

I still to this day wonder how those bombs and the threat they posed, didn't register at the capital at all?
