The Sergeant at Arms can compel obedience.

I expect it would be strictly an internal matter, no business of the courts, since the House and Senate set their own rules.

I haven't looked anything up, mind, this is just what seems reasonable at first glance.

US Attorney for DC put it in front of a grand jury (a required duty on their part once the referral is voted out), knowing that the minimum sentence upon conviction is 1 month in the slammer (and up to twelve).

These fuck-knuckles will comply with subpoenas once they realize they might actually spend a month or more in prison. The problem, at the moment, is that these clowns think they are impervious to punishment -- because they never get held accountable, not in recent memory anyway.
