This should be an absolute requirement. Which is why we need some form of national database with a secure means of documenting vaccination status.

2. Full approval of the original vaccine versions?

As we are seeing with Delta and the waning original vaccine efficacy, they will have to be working on new vaccine versions regularly as new mutations emerge. Each new version will have to start the approval process from the beginning I would think (and hope so).
