My understanding of a "breaking" story is that it may be preliminary information relating to a sudden event of some kind, and that there will be significant details to come.
Like, "Breaking: Something Blew Up Somewhere" and we'll have more details later about what, where, and why as reports come in.
But I don't understand the concept in the context of stories like this one which (a) is a pretty mundane unsurprising thing in the first place, and (b) won't really include much in the way of critically-developing details later on. Like, okay, live theaters in New York are going to require vaccines.
What fast-moving developments would possibly be "BREAKING" about a story like this, or why would anyone want to check back in to see if it has been updated with further details?
Or is there some other meaning of the word "BREAKING" that eludes me?
