The main fence is 13 feet high. This guy just jumped some crowd control fencing which is outside. He never was near the White House.

The SS is woefully unprepared for these things and is horrifically underfunded. The jumper during Obama's presidency made it all the way into the Green Room. None of the outside communications and safeguards worked. Obama and Michelle weren't there, but the two girls were.
