Monday afternoon, the United States Capitol Police seized two loaded guns near the U.S. Capitol.

On August 2, at approximately 12:50 p.m., a man approached two USCP officers at First Street and East Capitol Street, SE to ask for directions.

One of the officers spotted a black firearm handle sticking out of the front pocket of the man’s shorts.

The man was placed under arrest for carrying a pistol without a license in the District of Columbia.

The gun was a 9mm pistol with a high capacity magazine.

The man was identified as Titus Hayes (DOB: 02-06-1981) of Richmond, VA.

While in custody, Hayes stated he and his wife, Nicole Carter (DOB: 01-03-1979), had a second gun in their SUV along East Capitol Street, SE.

Another 9mm handgun was found in the glove box.

There is no information to indicate either suspect was targeting a Member of Congress or the Capitol Complex. They do not have a previous record with the Department.

Both of them were taken into custody without issue.

“So far this year, the United States Capitol Police has confiscated 13 guns near the Capitol,” said Police Chief Tom Manger. “It was the officer’s keen observation and attention to detail that removed two more illegal guns from our community.”

Hayes was charged with Carrying a Pistol without a License, Unregistered Firearm, Unlawful Possession of Ammunition, and Possession of a Large Capacity Feeding Device.

Carter was charged with Carrying a Pistol without a License, Unregistered Firearm, Unlawful Possession of Ammunition, and Unlawful Transportation of a Firearm.

as stated in the article. Cuckoo VA is NOT in the Shenandoah Valley. It is in Louisa County, closer to DC and Richmond than the valley or Monticello. To get from either Richmond or DC to Monticello you do not pass through the valley. You go to Charlottesville.

I don't mind people trying to own conservatives. I mind them them doing it with blatantly incorrect information.

The last thing you want to do is lie about any others when questioned. A search of the car was going to happen, either with consent or a warrant if needed. It sounds like the couple were trying to cooperate.

I suppose a reporter could query them about this.

I suspect that if he asked for directions to somewhere of concern it would be in the report.

I've been looking at their releases to see what they are saying about changes in security, management, event planning, etc. and chanced across this one.

Happy to see people of color being arrested on a non-violent crime involving licensing requirements for privately owned property they legally own, all because they stopped an officer for directions while in our nation's capital.

Sometimes you need to step back, check your bias and look at the situation for another angle. This is just another black man being oppressed by the system. His life will be changed forever, because he stopped a cop for directions. And you all cheer, while calling him a faceist. SMH.

I think many gun control laws have been written to disproportionately punish people of color. This man hurt nobody, from all accounts was a law abiding citizen and good family man and now, because he stopped a policeman for directions and didn't follow some licensing requirements, he will be a felon with a record, will most likely spend time in prison, lose his job and have trouble finding another one once free. Had he been a white man in Texas, what he did would have resulted in nothing more than some proper directions to where he was heading.

Please, tell me how this is a positive outcome? How did it keep our community safe? What positive benefit did it have?


Like I said, this is nothing more than the continued systematic oppression of black men by forcing them into the criminal justice system for BS things like not having the proper license for his personal property. Stop letting your emotional response to firearms lead to your cheering of another black man being put behind bars for a non-violent action.

There is a reason why gun laws are strictest where there is a large population of minorities and few where the population is mostly white. It's called systemic racism. And if it involved anything other than firearms, people around here would be rightfully losing their minds over it.
