That does seem a substantial sentence for conspiracy, two attacks, with no injuries. But then again, it's quite the attack they planned and carried out. 18 years? Murderer-zone sentence.

6. Firebomb attacks bring out the worst in judges.

When you throw a firebomb it is addressed to "current occupant," not necessarily the intended victim. It is a particularly cowardly path to vengeance. If the bomber doesn't grow up in the next 18 years, perhaps he will calm down a bit.
