There's a large and largely rural voting population that have voted Republican habitually for generation. Its become a reflex to pull the lever for the one with an R by their name. Voting is often not a logical process.

Though in more conspiratorial moments, I do suspect there may be some shenanigan's involved at some points, especially in regards to McConnell.
