Obviously, it wasn't going to be released under TFG. Under Biden, all of the intelligence and law enforcement agencies have to sign off on it, so that there's no compromise of classified material. It's probably just circulating through the bureaucracy - with probably a few holdovers from the previous administration holding it up.

7. Not a matter of "Giving"

It's a matter of making sure that clandestine sources and methods aren't being compromised by the release.

For example.... it's pretty well known that we picked up Manafort's dealings by him talking to the Russian Ambassador, who is a valid intelligence target. But... if we received intelligence from a source inside the Kremlin, then the intelligence and law enforcement agencies would want to make sure that the information from this source isn't in the final document. Because you KNOW that the FSB is going to read it. If they figure out how that information got in there, that informant would be arrested and probably killed.
