Here's how Gov Cuomo rationalizes his resignation...

1) He accepts the discomfort felt by the women he engaged with.

2) Notwithstanding that, the investigation was biased and unfair.

3) He's a fighter and wants to defend himself.

4) But, too much needs to get done on Covid.

5) State Legislature would be distracted from dealing with Covid.

6) Therefore he will magnanimously step aside.

He would be fighting a losing battle given that Democrats (and of course Republicans) were going to impeach him, so give a strong defense against the allegations and just resign and say you are doing so for the sake of the state at this time when its governmental leaders need to focus their entire attention on the COVID resurgence.

He's facing criminal and future civil charges. He's simply setting up his future defense.
