When was the line redrawn about touching a co-worker's breast?

Cuomo said he wasn't aware about lines being redrawn. I'm older than he is and I don't remember it ever being ok to touch a woman's breast (including over the bra) without permission. It especially isn't ok to do it to a co-worker and one who is a junior to you.

I didn't hear one single thing that was an apology for the behavior toward women that was documented in the report.

His excuse was an exculpatory point that is not now and never was true. He did not say he used to be able to get away with it. He was saying that the line about ok behavior was redrawn, meaning it used to be ok and is not now. His whole speech was about making excuses and painting himself as some older guy who just didn't know the new rules. Bullshit. He knew what he was doing was wrong and his ego is just too big for him to admit it.
