ETA I mean the direct head of the colonial, and then the state government, not the Sovereign of the Netherlands or the English, or then the POTUS (which has always been a man too, but that is another discussion).

Wiley was ahead of Garcia until the 2nd to last round of the ranked choice system, then was eliminated. Then Garcia barely lost to Adams, in the final tally.

Yes it's great that the new governor has broken the glass ceiling. But to get there the present governor had to resign after molesting a multitude of women. That's not the way to get a woman in the governor's mansion.
