What's more "human infrastructure" in this country

than the right to vote?

Why can't protection of the right to vote be included in the 3.5T Dem-only bill they are structuring now? I know, it has to have a budgetary consideration....How about money for the states to implement mandatory programs, practices to make it easier to vote.....
