Why hasn't Abbott signed the Texas voter suppression bill?

Media: If you are covering the Texas voter suppression bill, please note that it is NOT YET a law. The governor has not signed it. Unless and until he does, it is NOT in effect.

And, yes, once it is signed and is a law, Texas will be sued.

He has 20 days if it was sent within ten days of final adjournment, which appears to be the case here (source doesn't indicate different rules for special sessions). There is no pocket veto in Texas, nor is there unlimited time for the Governor to drag it out.
