Retain the medical personnel who don't want to get vaccinated.

Assign them to treat the COVID patients who didn't want to be vaccinated (but not the ones with medical exemptions).

to form functioning un-vaccinated complements of needed caregivers, locate them and make sure it's legal to discriminate in care giving. Lawsuits will be flying. Easier to simply mandate vaccines and defend that legal concept based on a history of vaccine mandates stretching back to George Washington.
