Manchin clashes with fellow Democrats over fossil fuel demands

Centrist Sen. Joe Manchin (D-W.Va.) is insisting that natural gas be allowed to have a central role in President Biden's clean energy agenda, which puts him on a collision course with Democratic lawmakers who worry he will have the power to water down what they see as a once-in-a-generation opportunity to address climate change.

Manchin, the chairman of the Senate Energy and Natural Resources Committee, is pushing to have sole jurisdiction in the Senate over the $150 billion Clean Electricity Performance Program, which would provide grants to utilities that increase their share of clean energy sources.

He is flexing his muscle by calling for natural gas to be part of Biden's clean energy solution even though the House Energy and Commerce Committee specifically excluded natural gas from the clean energy program by defining clean energy as having a carbon intensity of less than 0.10 metric tons of carbon dioxide per megawatt hour.

Asked by The Hill on Thursday whether he would insist on natural gas being part of Biden's clean energy standard, Manchin said "it has to be."

1. The question Manchin needs to answer..

Does Natural Gas have a carbon intensity of less than 0.10 metric tons of carbon dioxide per megawatt hour?..I won't pretend to know that answer..and I won't pretend The Hill will ask..

2. One step at a time. Manchin has all the leverage right now but

if Dems can get another two or three more liberal Senators and hold the House Manchin loses his leverage. Even if the clean air goals have to be put off till the start of Biden's second term we will get there step by painful step.

4. That's the game of chicken we're playing, though...

if both bills don't pass the chance of holding the House and gaining 2 Senate seats declines precipitously.

2022 is right around the corner and Dems need these wins.

6. That's right. The reconciliation Bill will have to have Manchin and

Sinema on board. Accommodate them and get something like two trillion more for the parts of the bill everyone can be on board with.

3. Natural gas is "cleaner" for particulates and such, but it still releases CO2...

and leaked methane (the primary constituent of NG) is a huge problem in and of itself.

Manchin is no "moderate." He's a died in the wool conservative.
