NEW: The Governor of Idaho (R) says the state's Lieutenant Governor (R) has wrongly acted on his behalf as Acting Governor while he was away at a photo op in Texas. The Lt. Governor took power, issued anti-vax orders, and tried to order the National Guard to the southern border.
