There are two possibilities for the person being paid, as I see it. One would be the guy in the center in a blue shirt that looks like it has a patch on it on the front. I am getting this from his expression, which seems to express his dubious take on the speaker, who is presumably trump.

The other is the woman on the lower right in the blue shirt. She has her arms crossed.

If you look at all the women on the lower right, they have suspicious looks on their faces. Like WTF? Some of the men, too.
