They aren't the fractional orbit bombardment missiles like China may have tested, but they would get to China first.
I have not heard any buzz about whether they are nuclear armed, but they appear to be conventional (non nuclear).
China would be utterly stupid to attack the US with nukes, hypersonic or not.

And how would a nuclear warhead inside a glide body survive the heat they would be subjected to?
And they are wildly inaccurate.
Supposedly this test missed its target by 24 miles.
That's not even 1950's tech.
That said, psychopathic assholes like like Trump are the real threat.

China has a horrific vulnerability in the form of Three Gorges Dam, that wouldn't even require a nuclear strike to trigger apocalyptic damage.

(6,915 posts)India, Japan, Australia, France and Germany are meanwhile in the process of developing such weapons, according to a report published in August by the US Congressional Research Service (CRS).
The CRS report said a number of other states including Iran, Israel, and South Korea have also conducted foundational research on hypersonic airflows and propulsion systems, but may not be pursuing a hypersonic weapons capability at this time.
