Austria Threatens Lockdown for Unvaccinated

Unvaccinated people in Austria could face new lockdown restrictions if coronavirus case numbers continue to rise, Chancellor Alexander Schallenberg said, the AP reports.
Schallenberg announced that if the number of COVID-19 patients in intensive care units reaches 500, or 25% of the countrys total ICU capacity, entry into businesses such as restaurants and hotels will be limited to those who are vaccinated or recovered from the virus.
If the number reaches 600, or one-third of total ICU capacity, the government plans to impose restrictions on unvaccinated people. In this case, they would only be allowed to leave their homes for specific reasons.

I find it hard to believe that over 37% of Austrians are anti-vaxxers, so wondering if the low take-up has been because of things like low case number compacency, the importance of being vaccinated being communicated to the population and community groups within it, vaccine hesitancy, and no workplace mandates.
If all those things have been addressed and what's left* is anti-vaxxers, then their choice to be selfish wankers has consequences, just like every choice in life does. For countries that won't reach herd immunity levels, putting the plague rats in lockdown is one way of keeping the population safe and getting life back to close to normal.
One up-side for anti-vaxxers if they live in areas with high rates of vaccination is they won't face being turned away from businesses. Where I am is currently 87% over 12yrs old fully vaccinated, and looking like it'll be high 90's in the next week or so. That means our local government decided not to impose requirements for people going into stores and pubs and any other venues to show proof of vaccination as we're way over what's needed for herd immunity. I'm annoyed that the anti-vaxxers get to ride on the effort of the 87%, but on the other hand so very happy that the vast majority of people where I live care about their fellow human beings, something the anti-vaxxers can't and won't do.
* There's also the few who can't get vaccinated for medical reasons. They shouldn't be excluded, as they have no choice.
