To date, Alabama has made plans to spend $440 million dollars of our American Rescue Plan funds. Of the $440 million, $400 million of it will be spent on building prisons while the other $40 million will be spent on hospitals.

Alabama has some of the worst hell hole prisons on earth. They are ancient, overcrowded, and dangerous, even by prison standards. So, expanding and rejuvenating some of them does make some sense.
Under Obama, I believe there was an expansive review of Alabama prisons and I think there was some sort of agreement on remedial measures to be taken by the state.
Of course, I would rather see that momey going toward addressing the reasons for the overcrowding, over policing, over charging, poor education, and racial biases. However, that aside, those prisons were found to be dilapidated, disease ridden, and rat infested shit holes.
