that a state cannot request or receive more Federal money a year than they contributed the previous year. Boy would that screw a lot of states, especially Dark Red ones and ones all the way across the south........If a blue state is in need of money, other blue states could donate money from their excess contributions to the Feds and send it to the blue state in need.....
