Sen. Joe Manchin (D-WV) last week made the White House a concrete counteroffer for its spending bill, saying he would accept a $1.8 trillion package that included universal prekindergarten for 10 years, an expansion of Obamacare, and hundreds of billions of dollars to combat climate change, the Washington Post reports.
But Manchins counteroffer excluded an extension of the expanded Child Tax Credit the administration has seen as a cornerstone of President Bidens economic legacy, an omission difficult for the White House to accept in the high-stakes negotiations.
Manchins private proposal to the White House the details of which have not been previously reported was made just days before a spectacular public collapse in negotiations.

If Joe Biden thinks that the child tax care credit is that important (and it is), he's doing the right thing by fighting for it.

I wonder how much can be saved by means-testing the child tax credit. Right now even families making up to $400K benefit from it. Surely that could be made smaller.

So why did you make the offer in private if you were so sincere about it Joe Manchin? That is if you really did make the offer.
