Jobless claims go down when unemployment benefits run out and people can no longer file claims. It's a sad statistic.
People at the end of their rope have to file for welfare, food stamps and other assistance programs just to survive but it's no longer unemployment and they fall off that statistical list.

This number reflects new claims, not the number of people falling off of unemployment. As the article states, the new claim's number most accurately reflects the number of new layoffs.
