“We need some good rules changes to make the place work better. But getting rid of the filibuster doesn’t make it work better,” Manchin told reporters."

He has previously expressed support for the idea of regulating what a filibuster is. Now, any GOP idiot can claim that he/she is filibustering, with no requirement for actual talking and no requirement to talk on topic.

Requiring that members be in the Chamber, talking directly on the topic, would greatly reduce the likelihood of these sham filibusters.

I am not arguing that the filibuster serves democracy, and the Senate has always been far from representative of the actual population, but given a 50-50 split, filibuster reform might be the only way to get to a 50-50 tie, with the VP casting the decisive vote.

And how inspirational would it be if the first biracial, female VP cast the deciding vote to sustain a democratic country?

1. Misframe. Manchin still will not budge off the 60 vote cloture threshold to close debate and force

a vote. His 'talking filibuster' is a sham, as it only will allow for debate, but not a final vote.

9. Not the way Manchin wants to do it. He has said, says, and likely will say that there is zero chance

he will give up the 60 vote threshold to allow a vote on actual passage. Sinema is even more of a filibuster lover. Kelly and Tester are now saying they are not on board atm with actually effective carve-outs either.

As it stands, the voter bills are dead in the water.

Yeah. His explanations are just excuses. That's why he comes up with a new one every time the Dems give him what he wants. He's trying to sound reasonable because he can't just come out and say he doesn't want voting rights, he doesn't want Democrats to win.

I wonder if he has thought through the real long term ramifications of this, not just for us (which apparently isn't his concern) but for himself.
